Vietnam Issues Final Anti-Dumping Ruling on Wood Fiberboard

On January 19, 2026, the Vietnam Ministry of Industry and Trade issued Decision No. 121/QD-BCT, announcing a final affirmative anti-dumping ruling on certain wood fiberboard (MDF/HDF) products originating from China and Thailand, effective the same day for a five-year period.
I. Duty Rates & Product Scope
According to the final determination:
- China: Anti-dumping duties are set at 2.59% or 39.88%, depending on the exporter.
- Thailand: Anti-dumping duties range from 3.09% to 20.20%.
The products concerned fall under the following Vietnam HS codes:
4411.12.00, 4411.13.00, 4411.14.00, 4411.92.00, 4411.93.00, and 4411.94.00
II. China–Vietnam Trade Impact
Vietnam is a key export destination for Chinese wood fiberboard products.
From January to September 2025, China exported approximately 501,000 metric tons of fiberboard to Vietnam, representing a 126% year-on-year increase and positioning Vietnam as China’s largest export market for these products.
With the anti-dumping duties now in effect, import landed costs are expected to increase materially, which may in turn affect price-sensitive orders, long-term contract execution, and overall trade flows.
III.Logistics & Operational Implications
In practical logistics and ocean freight operations, the new measures impose heightened requirements on customs compliance and cost planning for Vietnam-bound shipments, including:
- Accurate HS classification and confirmation of whether products fall within the scope of the anti-dumping measures;
- Verification of exporter-specific duty applicability, ensuring consistency between the declared exporter and the applicable duty rate;
- Reassessment of total landed costs, incorporating freight rates, duties, and delivery terms.
Failure to complete these compliance checks and cost assessments in advance may lead to customs clearance delays, duty disputes, or unintended margin compression.
