Vietnam Certificate of Origin (C/O): Quick Guide
The Vietnam Certificate of Origin (C/O) certifies that exported goods originate from Vietnam. It is commonly required for import customs clearance and may allow preferential import duties under applicable Free Trade Agreements (FTAs).
I. Types of C/O
1. Non-Preferential C/O (Form B)
Used for exports without tariff preferences, serving only as proof of Vietnamese origin. Commonly applied to shipments to the Middle East, Africa, and South America.
2. Preferential C/O (Under FTAs)
Depending on the destination and agreement:
· Form E – China–ASEAN (ACFTA)
· Form D – ASEAN Trade in Goods (ATIGA)
· Form AK – Vietnam–Korea (VKFTA)
· EUR.1 – Vietnam–EU (EVFTA)
II. Origin Rules
Goods qualify as Vietnamese origin if they are:
· Wholly obtained or produced in Vietnam.
· Substantially processed in Vietnam, based on tariff shift (CTC) and/or local value-added requirements.
III. Policy Update (Issuing Authority)
From April 21, 2025, all Vietnam C/Os are issued by the Ministry of Industry and Trade (MOIT) via the ECOSYS system. The Vietnam Chamber of Commerce and Industry (VCCI) no longer issues C/Os.
IV. Application Process (Overview)
1. Confirm origin eligibility
2. Register on ECOSYS (first-time applicants)
3. Prepare supporting documents
4. Submit online and undergo review
5. C/O issued within 1–3 working days if compliant
V. Common Required Documents
· Commercial invoice, packing list, bill of lading
· Export customs declaration
· Bill of Materials (BOM) and HS codes
· Cost statement and production flowchart
· Proof of raw material origin
· Export licenses (if applicable)

Notes
· C/Os must be printed in English and match all shipping and customs documents.
· Extra review time is recommended for first-time or regulated products.
